Operation Forager was concieved in the year 1904 by the Executive Committee for National Expansion with the intent to redraw the political landscape of the world at large. Phase 1 of the operation is to eliminate the growing influence of the European powers by once again emboiling them in war. The most likely initiator of this conflict would be the Prussian empire due to their central location, and therefore direct capability to wage war on both the Eastern and Western colonial powers. The conflict will be guarinteed to spread by a complex series of alliances that will be engineered between most of the European powers, and will be started in the Balkands, where such conflicts are routine.
Phase 1.5 is the introduction of a unifying influence on the Eastern portion of the conflict. Carefully selected Socialist revolutionaries are planted in Russia, who's potential is untapped at the date of this writing. Phase 2 of the operation is to further destabalize the European powers by forcing a grossly unfair peace treaty on Prussia, breaking it into several smaller nations. This will have the effect of fostering hatred en masse on the Prussian populus. After the hatred has reached the level of despair a mentally unstable leader, preferably with racist qualities, is placed in power.
