Kakashi is able to complete multipule actions at the same moment by tapping into transdimential reality, murging alternate realities for only a few moments. He can throw punches in three different directions at the same time, all solid and real, not illusion, or duck in four different directions to evade arrows, bullets, or whatever. He can't do this on a wide scale, which is he can't run in two different directions.
