Empowered Creation-
Omadon fills his creations with energy in a more effective manner. They are much stronger than normal undead.
This applies only to things Omadon creates himself.

Fourth Power-
Ritual of Returning: A complex process by which Omadon can create a body and bind into it a spirit, creating a horror of living death. It will have great power and all the knowledge of the spirit.
Omadon requires many things for this rite.
-Blood -A blody -An aura sample -Time to craft the body -A circle to summon the spirit -Two other beings, used to bind the spirit to the body
And finally -The spirit itself
Once in the body the spirit has control of itself but Omadon can extend limited control over it even then. Most raised will serve their master but it is possible for a creature of strong will (like a returning player character) to break the Necromancer's hold and run free.
Those returned like this are deathless with great strength and magical energies. Their mortal skills and powers become twisted version of their former selfs their life energy now a dark force of necromancy.
This is a dangerous rite and uses much of Omadon's power to complete. As such, he uses it rarely and only when a might servent or ally is needed.

Dungeons and Dragons teachs us the ways of magic little demon. 3rd edition is of great power but 3.5 new rules the land.
Anyway if I could do it at will not only would that be unfair but the power itself is deminished. Truly great powers are ones you never use for they hold the potential for use like a dam holds back a lake.

Fifth Skill-
Return to Power- Omadon has perfected his craft of regeneration. He has now returned his body to it's former state for all time. He can do whatever a mortal human male could and he still has the magic and power of an undead Lich.

Sixth Power-
Death Projection: Omadon can throw death out at things. Dark energy that destory whatever it hits. Living things experience pain and wounds while things like stone and wood turn to dust.

Seventh Power-
Lower Planar Anchor: Omadon has a power hold within the lower planar worlds, that is demon world, allowing him to summon very powerful demons and devils (demon=chaotic, devils=lawful) without as much effort and in very little time.

Ah sweet alchemy. I studied it in school four hundred years ago. Of course I had to be more than standard research to reach this point.
There's a good chance that the papers your reading are mine you know, I did alot of advancement into the field, published alot of research... until I died. After that, I mostly kept it to myself.
Eighth Power-
Elemental Planar Anchor: Works like the Lower Planar Anchor but for elementals. This can be combined with the Lower Planar Anchor to summon high powered elemental demons.

Ninth Power-
Mass Anchor- Omadon is able to summon more than one being at a time. The number is limited only by the amount of energy Omadon pours into the spell, allowing him to summon massive amount of beings, provided by are not too powerful.
These are temporary summons, generally lasting only a few hours, or sometimes only a few minutes.

Undead control-
Omadon can extert control over undead beings like vampires, zombies, and ghouls, though it is no only limited to them, and force them to do his bidding.
When the undead has been raised by another necromancer, a battle of wills takes place. If Omadon wins, the undead is his. If not, it continues on.
This skill can be blocked if a necromancer takes special steps to keep their undead from being turned in such a manner. General undead however, have no such abilitly.

Eleventh Power-
Undead Repair-
Omadon is able to repair an existing undead being (which is under his control) with much more ease than it takes in create one.
He can restore any undead creature to perfect condition and can even repair existing problems like deformities or inperfections, if given enough time.
Basically, this is a powerful healing spell for undead.
