I shall explain in simple terms.
I am Ulfric, Wolf King, of the Black Plains Pack. My pack is gone, but I am still it's king as long as the Munin, their memory, flows with me.
When you enter the domain of a Ulfric, you present yourself to them at first opportunity and explain why yu have entered their kingdom.
It is a common curticy.
