Carter is the father of Charlotte O'Neil, the young leader of the FRA. He left earth for the colonies in spac years ago, because he wanted to see if he could glean offplanet support for American independance. He also left because he was hated by both Red Infinity and General Kolov and wanted to flee for his life.
Because of his long extra terrestrial absence, he never had a large role in the teen years of Charlotte a.k.a Lady Blue's life.
He recently got a call from his daughter that Kolov now works for Red Infinity and that the FRA is in bad shape. He decided to return to Earth to help his daughter and the American independance movement.
He disagrees with his daughter on many things. One is the use and size of the military. He is not a war minded man and thinks that the greatest assurance of peace and freedom is diplomacy not bombs. He respects all human life and nature, so he is a more liberal capitalists than his daughter. Some think that he is so liberal a capitalist that he is a borderline democratic socialist, but he refutes this. He is for free and fair trade, since he thinks that this can build peace and prosperity between people.
Carter is political, but also a very spiritual and devout Christian. He uses Christianity as a compass in his political decisions. To be Christ like, he believes that a person should be kind, giving, loving, and peaceful. Because of his Christian beliefs he is a very humble and humanitarian man.
He does not hate Red Infinity with a vehement hatred, but dislikes any group of people that violate the basic human rights of another. He believes that Red Infinity could be reformed if elections were allowed.
He is a very pro democracy sort of person.
He also believes that if there were elections, the former countries of the world should be able to elect whether or not to stay with Red Infinity. He believes in self determination and hopes that some day Americans are given the choice of whether or not they want to be independant once again.
