 When humans, wolves and psycic powers combine it can mean only one thing ... trouble. In the New Order, it is a world that is completely different in so many ways. When humanity finally realized that psycics were nothing like the X-men and little green men from space weren't so little or green, well, lets just say it wasn't our most shining moment. Also, the link didn't work, you mispelled "psychic" consistently, you spelled "nuclear" as our gramatically-challenge president pronounces it (which is wrong, of course) and the plot seems rather... convoluted, cliche, and overall undesirable.
