I have removed Mistress Teresa from command of the LIF. She has proven unable to lead the group as I intended it to be run. As such, I will now present a new leader for the LIF, one who best reflects the goals and habits of the group. In case you haven't guessed already, this is Peter.

Age: 35. Appears to be ageless, that is he doesn't seem to be young or old.

Nationality: Unknown.

Gender: Male.

Alignment: Facist, LIF

Occupation: LIF Director, former martial arts instructor

Weapon: None.

Stats: intelligence 200, strength 100, charisma 200, spirit 200, defense 100, endurance 100, speed 100

Powers:
Ghost Touch- Noe can pass through solid matter like a second nature. He need only be mentally aware to do so. If he is asleep or otherwise debilitated, he is unable to do so.
Unreal Movement- Noe can perfrom amazing feats of agility and balance, bending the laws of physics with his Matrix-like moves.
Unread Able- Noe's mind is as hard to read as his face. However, attacks that defeat mind sheild work against him.

Weakness:
-Noe can be contained, his powers useless, if he is moved outside of the material plane. Any ability that moves him out of the plane will reduce Noe is a normal human.
-Noe can not use his powers if he is emotionally involved in a situation. He is hard to make emotional but if he is then his powers don't work. he except to this rule is if he is mad, in which case his powers work randomly, doing as much damage to him and the enemy.

Appearance: Noe has a face that seems to defy age. He is not young, but he does not look old either. His body is trim and lean without looking unhealthy. In general, he appears to be perfectly balanced in nearly all respects, so average, he is undefinable.

Personality: Noe is soft spoken and his voice is easy going. He is relaxed and pleasant to everyone. He speaks to all humans and naturally born earth beings as equals.

Story: Noe was the LIF's head martial arts instructor until he stepped up to assume the leadership of the group. He has spent much of his life pursuing a higher state of mind. Though he claims he's not there yet, others disagree. Noe was nick named Ghost because of his ability to distort reality with his will power.

Will power- Noe can influence the weak minded. This doesn't allow him to make people do things or think in a way other than their normal state of mind, it simply allows him to make a suggestion and have it stick.

Basically, think Jedi mind trick. He can get past the guards, or evade answering questions.

Noe can see a short distance into the future and a considerable distance into the present.

He is aware of things that will happen soon and of things that are happening right now. He never explains how he knows, he just does. He never shares these details with others unless he wants to and then he only hands out the bits that will send events in the way that he wishes.

Ghost Walk-

Noe passes between points without apparent effort and sometimes without cause. He simply fades out of one place and into another, sometimes not in that order. Noe can actually be in more than one place at once, though these locations can't be close to one another. Ghost walking takes either alot of effort, or none at all. When it happens to Noe, it just happens. When he tries to do it, he is unable to take any stenuos action soon before or after the movement.

Deflection-

Noe knocks an attack aside or back at the attacker. The action is not physical, though Noe generally moves when he uses it, but mystical. Noe employs a strange force of his own will to reflect the attack. As such, he can deflect magical attacks but not physical ones. The field that forms around him can only be in operation for a short time, and there must be breaks between uses. When facing multipul attack, Noe will be unable to repell them all.
