Powers:
Minimize-- Frank has the power to shrink himself proportionatly. The smallest he can become is four inches in height. While in his diminished state his senses are increased because everything around him is in such a grand scale. This also means his mental signal and/or vital signs are near untrackable while in such a small state.
Stealth-- Frank can move about quite stealthily and slip in and out of locked doors unless they're within a Ministry or Red Infinity's HQ.

Weakness:
Lady Violet: The only person who can get to Frank would be Lady Violet. Whether it's because of all the propoganda out for her, or possibly simply because he fell in love with he wrong girl, he doesn't know and neither do I.
Muscle Cramps: The nature of his power puts an incredible strain on his body, meaning Frank is prone to headaches, muscle aches, backaches and other forms of pains, strains and aches.
Vulnerability(when shrunk only): In his miniaturized state, Frank is more vulnerable to many things. Bones are easier to break, etc. etc.
Appearance:
Personality: Frank is calm cool and collected. He tends to be rather grimm and/or pecimistic in his attitude and thoughts towards a vast array of subjects. He's pretty Anti-Social, but is a teriffic actor.
Story:
Frank grew up in the wasteland known as America. Looking around at all the destruction around him, he could only ask one question... why? The more he thought, the more he blamed Capitalism. Because of this, he sided with Red Infinity.
While working for them as a spy, he did a very good job and uncovered a number of Rebel plots. He even once recieved a personal thanks from Lady Violet. For Frank, it was love at first site. Violet was beautiful, sweet and political...
Most didn't take kindly to his liking Violet as more than just an employer, Stalin in particular had some objections about that. Stalin began spreading slander about Frank, talking about how he's a double agent working for the rebel forces.
He was sent to the Ministry of Terror on those completely false charges that Stalin lied about and Lin-Sat, not wanting to risk it and/or not caring about Frank, believed. Of course, those who disagreed with them changed their minds in less than an hour thanks to Lin-Sat.
The whole time he went through this affair, he only asked one question. "Violet knows what's going on-she was there when the guards took me away... so why doesn't she help me?"
It was then he realized how trapped she was. If she should do anything, Stalin and/or Lin-Sat would purge her. When he learned how dispicable Red Infinity's government was, he knew he could never work for them again. His faith in the system shattered, his life in ruins and his physical condition waning along death, he had an emotional break down and became the Frank he is today. He escaped from the Ministry of Terror by seducing a guard and making it into the free world. He then fled to Helsinki, where he would blend in.
He soon met Bassarov at a local market and the two got into a conversation about whether the tomato was a fruit or a vegetable and eventually Red Infinity. Frank joined the Rebels as a spy, collecting data from The FRA or Red Infinity, whichever is needed at the time.
He hopes that one day the rebel movement will allow the fall of Red Infinity and liberation of the world, and Lady Violet... who knows, maybe she'll even consider going out for coffee after the victory? And that, my friends, is Frank in a nutshell.
