Technological Influence: Herman can control any bit of machinery within Red Infinity's sphere of control via the cables attatched to his neck from the pedestal his head sits in. He is loyal to the party so this does not bother most people.
Telekenisis: Herman's mind is so advanced, since without a body he works his mind, he can move objects with his mind.
Telepathy: Herman can read minds.
NanoBots: Herman can send Nano Bots out of a hole in the pedastal that holds him in place. These Nano Bots can find th CPU of enemy androids, computers, etc. etc. and bring them under his control, assuming they're not destroyed.
Technological Interface: Herman can send his mind into any computers Matrix, assuming it's hooked up to the internet. While in this digital form he is vulnerable to advanced anti-virus software. (think The Matrix meets Reboot)

Personality: Herman is tempermental, but logical nonetheless. Often times he becomes nostalgiac towards the days where he still had a body and tells stories and talks to anyone willing to listen to him. He gets lonely since he can't leave the Ministry of Technology and see the outside world unless it's through a computer.
story: Growing up in Germany, Herman was always the little Nationalist, so it was only natural that he find comfort from the Nazis. He joined and was immediatly recognized for his radical ideas and superior intellect. The technology that keeps him alive to this day is of his own design.
While working on one of Hitler's many Doomsday projects near the end of WWII, he stumbled across a problem. The project was unstable and exploded, resulting in Kraus' death. However, Kraus' creation Brutus, an ape with a humanoid brain, managed to install Kraus into the device meant for Hitler.
This machine was of Kraus design in the event of Hitler's death. Hitler, claiming to be immortal, scoffed and said he did not need it. Kraus continued to serve the Nazis and in the final assault on Berlin, dissapeared.
500 years passed before his discovery, deep underground in a hidden laborotory, where he was oblivious to all going ons of the world. Zwei the Machine God, whom he had a hand in designing, explained to him all that had happened in the past 500 years as she understood it.
He was, of course, given position as Minister of Technology because of his superior intellect and the fact that he had found a way to cheat death through science. He resides in the Ministry of Technology to this day, not able to leave the room, as his jar is connected to electronic cables that allow him to access the internet, computers, telephone lines, etc. etc. so that he may keep in contact with Red Infinity when he needs to be.
